ELECTORAL SOVEREIGNTY AS A GOAL OF STRATEGIC PLANNING: INSTITUTIONAL TOOLS FOR MANAGING POLITICAL RISKS (CASE STUDY OF THE REPUBLIC OF BELARUS)

Abstract:
The article examines the management of political risks during the electoral cycle as a key task of state-building in the context of ensuring national security. The aim of the study is to develop a conceptual approach in which strategic planning is aimed at ensuring "electoral sovereignty" – a state of protection for internal political choice from destructive external and internal interference. Based on comparative institutional analysis, the architecture of preventive risk management is revealed, combining procedural, informational, and coercive tools. Particular attention is paid to the case of the Republic of Belarus, where the 2022 constitutional reform, which established the All-Belarusian People's Assembly, represents an institutional innovation for the "deconcentration of political tension." It is concluded that system resilience is achieved through the integration of a risk-oriented approach into strategic planning and the creation of permanent legitimation institutions that shift the focus from protecting procedures to protecting the paradigm of sovereignty. The scientific novelty lies in the conceptualization of electoral sovereignty and the substantiation of the model of institutional deconcentration as a tool for strategic state-building, illustrated by the analysis of preventive planning for the 2025 electoral cycle.
