The article examines the development of adult education. Gives a scientific rationale for the decision being built concept of continuous adult education of the Russian Federation, proposed for discussion by the general public. The motive for the creation of this article was the awareness of the need to clarify the conceptual and logical reasons this or that decision, the provisions in the Concept. Technology conceptual design decisions, which was used in the development of the Concept, is revealed here in the part to which it can help the understanding of the results of work. The work designed for specialists in the field of adult education, government management, and all those who are genuinely interested in the development of national education.
