The paper analyzes the main problems that impede the development of investment in Ukraine, lays out the ways of enhancing investment activity by the state through financial sector, in particular through state-owned banks and monetary stimulus. Possible leakage channels of newly issued money through central bank refinancing and quantitative easing by central bank in unproductive operations are empirically tested. Ways to limit those channels are proposed.
