According to the author, in the system of the internal security concept of public safety it is advisable to emphasize the role of the item, the energy which aims at fighting crime and not criminal offences certain circle. In the legislative implementation of this idea will require a text changes in the content of compounds of a number of offences, rename norms (articles), they are transferred to the relevant Sections and Chapters of the existing Codes of the Russian Federation.
