The actual problem of economic safety of the monocities, expressed in essential dependence of an indicator of volume of tax revenues in the local budget from the tactical factors determining efficiency of the city-forming enterprises is considered. Models of reserve fund the monocities warranting stable development of a financial system of industrial territories are offered.
