На основе общих принципов методологии институционального анализа рассматриваются вопросы современной трансформации роли государства в регулировании процессов возрождения региональной гражданской авиации. Указывается на необходимость учета отечественного опыта в определении технико-экономических приоритетов обеспечения транспортной доступности регионов и формирования направлений будущего развития исходя из задач, обозначенных Стратегией экономической безопасности Российской Федерации до 2030 г. Предлагается рассматривать процесс обновления авиационной техники регионов и создания соответствующей аэродромной инфраструктуры, как институциональный критерий обеспечения экономической безопасности регионального развития.
On the basis of the General principles of the methodology of institutional analysis addresses issues of modern transformation of the role of the state in regulating the processes of revival of regional civil aviation. Indicates the necessity of taking into account domestic experience in identifying technical and economic priorities of ensuring transport accessibility of regions and the formation areas for future development based on the objectives identified by the Strategy of economic security of the Russian Federation until 2030. It is proposed to consider the process of renovation of aircraft of the regions and the establishment of an appropriate aerodrome infrastructure, as the institutional criterion of economic security of regional development.
