В статье осуществлен экспресс-анализ угроз и рисков национальной безопасности России, а также места и роли в этом англосаксонской стратегической культуры. Предпринята попытка определения общего и особенного в стратегической культуре Европейского Союза, отдельных государств Североатлантического альянса, их союзников. Компаративный анализ, проведенный в трех аспектах: отношение к стратегической среде, моделям сотрудничества, стратегическим целям и средствам, выявил возможность формирования европейской стратегической культуры и дальнейшего развития общей политики ЕС в области обеспечения односторонней безопасности без учёта безопасности России и других стран планеты. Предпринята попытка определения перспектив возвращения к международным отношениям на основе международного права, а не «правил», установленных на «праве силы». Выявлена непосредственная связь внедрения американской стратегической культуры с процессом милитаризации Европы и стремительным ростом агрессивности и русофобии. Обосновано, что унификация стратегических культур стран ЕС под влиянием англосаксонской стратегической культуры привела к изменению европейских национальных стратегических культур от сотрудничества или нейтралитета, к возможности применения против России военной силы. Определено, что милитаризованный внешнеполитический активизм объединённого Запада с американским авангардом носит не только прагматический, но и идеологический характер; На примере немецкого аналитического центра «Немецкий институт международных отношений и безопасности» (SWP) показано наличие различных инструментов, с помощью которых в общественное сознание успешно внедряется иностранная стратегическая культура, изменяющая основные параметры национальной. Уделено внимание процессу дальнейшего развития алгоритмов анализа конкурирующих стратегических субкультур. На примере австралийской стратегической культуры обозначена проблема возможности сосуществования в национальном государстве нескольких стратегических культур. Представлен экспресс-анализ российской стратегической культуры и её влияния на политику обеспечения национальной безопасности в интерпретации российских и западных экспертов. Сделан вывод о том, что стратегическая культура играет определяющую роль в формировании стратегий национальной безопасности большинства государств и её влияние на формирование политики безопасности постепенно становится приоритетным исходным положением в современных исследованиях проблемы.

The article provides an express analysis of threats and risks to Russia's national security, as well as the place and role of the Anglo-Saxon strategic culture in this. An attempt has been made to define what is common and special in the strategic culture of the European Union, individual states of the North Atlantic Alliance, and their allies. A comparative analysis conducted in three aspects: attitude to the strategic environment, models of cooperation, strategic goals and means, revealed the possibility of forming a European strategic culture and further developing the EU's common policy in the field of unilateral security without taking into account the security of Russia and other countries of the world. An attempt has been made to determine the prospects for a return to international relations on the basis of international law, rather than the «rules» established on the «law of force». The direct connection of the introduction of American strategic culture with the process of militarization of Europe and the rapid growth of aggression and Russophobia has been revealed. It is proved that the unification of the strategic cultures of the EU countries under the influence of the Anglo-Saxon strategic culture led to a change in European national strategic cultures from cooperation or neutrality, to the possibility of using military force against Russia. It is determined that the militarized foreign policy activism of the united West with the American avant-garde is not only pragmatic, but also ideological in nature; Using the example of the German analytical center «German Institute of International Relations and Security» (SWP), the presence of various tools is shown, with the help of which a foreign strategic culture is successfully introduced into the public consciousness, changing the main parameters of the national one. Attention is paid to the process of further development of algorithms for analyzing competing strategic subcultures. Using the example of the Australian strategic culture, the problem of the possibility of coexistence of several strategic cultures in a national state is outlined. An express analysis of the Russian strategic culture and its impact on national security policy as interpreted by Russian and Western experts is presented. It is concluded that strategic culture plays a decisive role in the formation of national security strategies of most states and its influence on the formation of security policy is gradually becoming a priority starting point in modern studies of the problem.
