It explores the concept of "financial security" as it applies to the defense sector, its place in the state's economic and military security system, and its specific characteristics, owing to the high proportion of budgetary funding, the complexity of cooperation chains, and the secrecy regime.
Particular attention is paid to analyzing corruption as a key threat to financial security: it examines the forms of corrupt practices in financial and economic activities, their causal complex, and the consequences for the sustainability of defense organizations and the implementation of state defense programs. It summarizes methodological approaches to assessing financial security and corruption risks (indicator, integral, and risk-based), and proposes a methodology for assessing corruption risks adapted to the defense sector and a system of financial security monitoring indicators. Based on an analysis of anti-corruption practices and current trends in the digital transformation of public administration, this monograph explores areas for improving the financial security mechanism of the Russian Ministry of Defense, including the development of internal controls and internal audit, the integration of anti-corruption procedures into financial processes, and the implementation of distributed ledger technologies and artificial intelligence systems for monitoring financial flows.
